both a legislative general counsel attorney and as a property evaluation hearing

planning & city/county commission appearances, lobbying, fundraising, advising Ukrainian
small business regarding relations with United States businesses, teaching and advising
United Arab Emirates students in local, regional, & international business law and

NARRATIVE STATEMENT ON KEY QUALIFICATIONS

Consensus Builder – Goal Achiever:

Most important quality is that of consensus builder while keeping the ultimate goal in
mind.  Have the ability to bring people and issues together regardless of their differences
and positions.  Have the ability to get people to try something different while maintaining
watchfulness over the group to insure that all participants are able to contribute, feel trust
in the process and feel success.

International Perspective:  

Working abroad has shown how cultural differences need to be appreciated and
understood so that resulting perspective differences in society, education, & their relation
to people and society can be maintained while common objectives are achieved.  It can be
accomplished with the right facilitator.

Leading Change:  

As corporate vice president over legal/administrative affairs, I dealt with challenges that
required ability to inform the C.E.O & C.F.O of both the positive and negative
considerations needed for policy decisions.  Similar requirements were needed in my
performance as Associate Legislative General Counsel in drafting individual and
committee legislation and delivering constitutional opinion letters, sometimes indicating
constitutionality and other times indicating unconstitutionality.  I have the ability to deliver
both the positive and negative of any issue to the principals involved so that all facets may
be adequately addressed.

Leading People:  

My experience as corporate officer, legal practitioner, and instructor/lecturer, has required
me to be in the forefront of meeting varying clients, students, and business associates all
with different goals.  Specific understanding of needs and goals were requisite in order for
me to effectively point them in the right direction with the appropriate advice and legal
work product.

Results Driven:  

The business world, the practice of law, and the world of academia are never stagnant.  It
is constantly changing by internal and external forces.  It required me to constantly
anticipate change, so that goals could be achieved in mission statements, business plans,
legal work for individual entities, preparation of legislation, and instruction of students.

Business Acumen:  

The public exercise of government and the private conduct of business cannot be
performed in a vacuum.  I have had to be constantly aware of financial and political costs
to achieve goals set, time factors within which goals had to be reached and the necessary
technology and information required in each particular situation to reach goals efficiently
and cost effectively.

Building Coalitions/Communication:  

Being able to communicate and build coalitions and consensus has been part and parcel
of my life’s work; in the corporate setting as corporate vice president of legal and
administrative affairs, in the public sector as associate general counsel to the Utah State
Legislature, and in private practice advising individual and corporate clients.

Knowledge of Legislative Processes & Ability to Formulate Legislative Policy & Lobby
Effectively:  

The legislative process of the State of Utah is a mirror image of the federal system.  
Experience, as associate legislative general counsel, in advising, drafting of legislation,
and researching constitutional opinions can be used in either.  Additionally, my private
practice involvement with lobbying can also be used in either a federal or state legislative
system.  Lastly, this understanding enables me to join with peers in other countries and
cultures to effectively produce results elsewhere.

Knowledge of Equal Employment Civil Rights & Alternative Dispute Resolution:  

My experience has required knowledge of equal employment regulations, basic civil rights
regulations, disability legislation along with the ability to handle complaints quickly, while
building consensus among differing persons and utilizing grounded alternative dispute
resolution techniques for appropriate compromise without the necessity of divisive
litigation.
